Reviewing the approval process with reference to the "administrative approval law", our district further defines the working objective of "open & transparent, easy & fast, careful & responsible, reasonable & normalized, and scientific & effective".

First, follow the open, fair, and just principle, emphasize the rights of the people to be approved and the duty of the administrative organ. Open the administrative approval precautions, process, and the results, explore the diversified methods and approaches of the implementation of the administrative approvals. 

Second, based on the convenience and efficiency, try to cancel a batch of process one more time, perform centralized approval, parallel approval or afterwards approval, break through the bottleneck of miscellaneous contents and long circle of the preset approvals, explore the combined implementation, information sharing, reduction of charge, change of the format and rearrange and normalize the annual inspection.  

Third, carefully carry out the implementation procedures including accept, review, hearing of evidence and arbitration, reinforce the supervision on the implementation of the administrative approval.

Fourth, combined with faith system construction, reinforce the management and restraint on intermediary agency, enhance the punishment on the breach of the law of the people to be approved.

Fifth, gradually realize the computerization, networking and creation of the information database, perfect the e-government platform, enhance the general evaluation and feedback on the administrative approval.
