Conditions:

(1) The enterprise has its name and constitution;

(2) The enterprise has a set business range;

(3) The enterprise has a place for production and operation and necessary equipment;

In addition, publication printing enterprises and enterprises engaged in presswork for packaging and decoration must have:

A production place covering a space of 1500m2, more than two folio printing machines, and registration capital of over 500,000RMB; other enterprises engaged in printing presswork must have a production space of 10m2, the corresponding printing machines and a registration capital of more than 100,000RMB.

(4) The enterprise should have an institutional framework and staff applicable for the business range;

(5) Other conditions prescribed by relevant laws and administrative regulations.

Procedures:

(1) First, verify the name of enterprise at industrial and commercial department, and get a "Notice on Preliminary Ratification of Enterprise Name";

(2) Go to Administration on Press and Printing of Shanghai for procedures of registration (enterprises at Pudong New Area, Minhang, Baoshan, Jiading, Jinshan, Qingpu, Fengxian, Nanhui and Chongming will go to the local cultural administrative organs for the procedure); receive four copies of "Application Form of Printing Enterprises Registration and Certificate Issuing of Shanghai" and fill in the Form by following requirements. When the Form is submitted, relevant materials mentioned above must be attached to the Form;

(3) There are four copies of "Application Form of Printing Enterprises Registration and Certificate Issuing of Shanghai"; after being examined and approved by Administration on Press and Printing of Shanghai, one copy will be kept at Administration on Press and Printing of Shanghai, the other three will be given to the applicant enterprise, among which, one is to be sent to corresponding public security organ to apply for a "Permit on Special Industry", one to be sent to industrial and commercial department for business license, and the other is to be kept at the enterprise for future reference;

(4) With the "Permit on Special Industry" from public security organ and the business license from industrial and commercial department, the applicant enterprise can go to Administration on Press and Printing of Shanghai for a "Permit of Printing Business".
