When foreign capital enterprises and those from Taiwan, Hong Kong, and Macao (trader, manufacturer, forwarding agency, contractor, consulting agency, advertising agency, investment company, and leasing company) intend to establish a resident representative office (a kind of non-directly operational institution which can only represent the enterprise in such operations as business liaison, product introduction, market investigation, technology exchange within the business scope) in the city, they are required to entrust the Shanghai Foreign Capital Investment Service Center or other authorized undertaker to submit an application to the Shanghai Foreign Economic Relations and Trade Commission according to their respective lines of business. Upon approval, the enterprise shall go through the registration formalities at the Shanghai Administrative Bureau for Industry and Commerce and will receive the approval certificate within 30 days.
