The Shanghai Foreign Economy & Trade Commission (hereinafter referred to
as the Commission) is in charge of the uniformity of treatment of enterprise
applications for the operation of foreign trade. The enterprise shall prepare
all required materials before handling its application in the Commission.

1. Application procedures
(1) The application for the right to engage in foreign trade: The Commission,
within 10 working days from the receipt of the application, shall decide whether
or not to approve the registration. If a registration is approved, the applicant
shall be issued the Certificate of Qualification for Import and Export
Enterprise of the People's Republic of China. If the application is rejected,
the committee will specify reasons to the applicant enterprise. (2) The
application for the right to operate foreign trade flow chart: applications will
be filed for approval to the Ministry of Foreign Economy & Trade after being
collected by the Commission (the approval of the enterprise registered in Pudong
New Area goes to Shanghai city). The Ministry of Foreign Economy & Trade
shall reply whether or not to approve the application. The Commission shall
issue the Certificate of Qualification for Import and Export Enterprises of the
People's Republic of China to the enterprise within 5 working days after the
receipt of the approval document from the Ministry of Foreign Economy &
Trade. (3) The enterprise shall go through the related formalities necessary
for conducting foreign trade at the administrative department for industry and
commerce, custom, department for quality supervision, inspection and quarantine
of commodity, foreign exchange control and for tax with Certificate of
Qualification of Import and Export Enterprise of the People's Republic of China.
When all the formalities are completed, the enterprise shall hand in the
relevant data to the Commission. The Commission will transmit the data to the
Ministry of Foreign Economy & Trade for record through the
Internet. |
