ny complaint against education issues shall be made in the principle of "The State Council and the local government at all levels lead and manage education issues in the mode of leveled management and divided accountability" that is stipulated in Provision 14 of "Laws of Education of P. R. China".

Administration authority:

1. Citizens, legal bodies or other organizations may make complaints to the appropriate authorities against any case that the Shanghai-based schools at all levels and of all kinds or other education institutions violate education laws, regulations and related rules. The education administration authorities of districts and counties (namely, the District/County Education Offices) shall supervise the kindergartens, primary schools, middle schools and vocational schools under their charge; the appropriate authority shall supervise the charged technical secondary schools; and the Municipal Education Administration (namely, Shanghai Municipal Education Committee) shall supervise the local colleges and universities.

2. If you disagree with a decision made by a local education administration at any level, you may appeal to either the government at the same level or the superintendent education administration for administrative reconsideration.

3. If an employee of any education administration violates standard discipline in the course of his duties, you may appeal to the supervisory authority at the same level.
